RCA Supports FCC’s Proposal to Revise the Cellular Licensing Scheme

Washington, DC – Today, in filed comments with the Federal Communications Commission (FCC or Commission), RCA – The Competitive Carriers Association supported the FCC’s proposal to revise the current Cellular licensing model from site-based to geographic-based.  The FCC’s proposal will promote greater flexibility and consistency while removing certain administrative burdens on Cellular licensees.  RCA also supports the FCC’s proposed competitive bidding procedures that may foster new and increased competition.

In a statement, RCA President &#038; CEO Steven K. Berry said, “Many RCA members, especially in rural and regional areas, have benefitted from competitive policies adopted for Cellular services; they have been allowed to build out their Cellular spectrum and deploy wireless services to unserved and underserved parts of the country.  By adopting the analog compatibility standard, the FCC also ensured access to interoperable devices and roaming capabilities.  Through this, the FCC laid the groundwork for a competitive wireless industry, later bolstered by spectrum auctions.”

“Additionally,” Berry continued, “RCA supports the FCC’s proposal with competitive bidding consistent with previous auction procedures.  Since the FCC began utilizing auction bidding credits, competitive carriers have participated in more auctions, which means more competition and increased revenues.  With a spectrum auction on the horizon in early fall, the FCC’s proposed competitive bidding procedures build on good precedent providing smaller and rural carriers competitive bidding credits, as they would benefit consumers and the economy.”

“It is no surprise that someone representing Verizon’s interests is dismissing concerns raised by competitive carriers over Verizon’s proposal to acquire the cable companies’ spectrum licenses. I don’t expect Verizon to be sympathetic to competitive carriers’ challenges because unless you’re a Verizon partner and able to fill in the gaps in Verizon’s network, they have virtually denied competitors access to devices and 4G LTE roaming arrangements. RCA’s competitive carriers together represent over 80 million U.S. subscribers, and the concerns of these consumers should not be dismissed. Additionally, Verizon is indifferent towards the detrimental impact that these transactions will have on smaller carriers and consumers. The proposed spectrum transfer and integrated commercial agreements between Verizon Wireless and the cable companies pose potential significant harms to industry competition and consumers, and the FCC should place specific, pro-competitive conditions upon approval.”

“RCA petitioned the FCC to condition the transfer with pro-competitive policies, which is not something Verizon seems to support. Verizon has already announced plans to sell unused, warehoused spectrum; maybe they should al﻿so find ﻿a way to support data roaming and interoperability in the name of consumer choice and competition.”

He said, “I don’t think the market’s going to accommodate the number of competitors there are in the landscape...Competitors will be forced to drop out if they can’t find enough wireless capacity to offer modern data services to growing numbers of customers.”  Through direct and indirect anticompetitive practices, AT&#038;T has long attempted to block or eliminate competitors in their marketplace.
